General Manager 

Job Title: Water and Sewer Manager  

Department: Public Works / Utilities  

Reports To: District General Manager

 

Position Summary:  

The Water and Sewer Manager oversees the operation, maintenance, and administration of the district’s water distribution and wastewater collection systems. This role ensures regulatory compliance, manages staff and contractors, and maintains infrastructure to provide reliable and safe water service and effective wastewater management to the community.

 

Key Responsibilities:

  • Plan, direct, and supervise all water and sewer operations, including maintenance, repairs, and improvements to infrastructure.
  • Ensure compliance with federal, state, and local water quality and environmental regulations.
  • Develop and manage the department’s annual budget, including capital improvement planning.
  • Supervise field and administrative personnel, providing training, scheduling, and performance evaluations.
  • Oversee preventive maintenance programs for water and wastewater systems.
  • Coordinate emergency response for system failures, water main breaks, and sewer backups.
  • Maintain accurate records, prepare reports, and present updates to the board of trustees.
  • Manage service contracts, vendor relationships, and procurement of necessary equipment and materials.
  • Monitor system performance and recommend upgrades or expansions as needed.

 

Qualifications:

  • Associate or Bachelor’s degree in civil engineering, environmental science, public works management, or a related field (or equivalent experience).
  • 5+ years of progressively responsible experience in water and wastewater operations, with at least 2 years in a supervisory role.
  • Knowledge of water distribution and wastewater collection system design, maintenance, and regulatory requirements.
  • State certification in water and/or wastewater operations (or ability to obtain within a defined period).
  • Equipment operation experience including trackhoes, backhoes, skid steers, vacuum excavator, loader, dump truck, power and hand tools.
  • Strong leadership, organizational, and communication skills.
  • Ability to respond to after-hours emergencies as needed.

 

Work Environment:  

This position involves a mix of office and field work, including exposure to outdoor weather, water and sewer facilities, and occasional emergency response outside of regular business hours.

 

Compensation: Annual $110,000.00+ depending on experience

Assistant Manager 

Job Title: Water and Sewer Assistant Manager

FLSA Status: Exempt / Full-Time

 

Position Summary:  

The Water and Sewer Assistant Manager supports the daily operations, maintenance, and administration of the district’s water distribution and wastewater collection systems. This role assists in supervising staff, ensuring regulatory compliance, coordinating projects, and maintaining reliable and safe utility services for the community.

 

Key Responsibilities:

  • Assist the Water and Sewer Manager with planning, organizing, and overseeing water and sewer system operations.
  • Supervise and schedule utility staff in the installation, repair, and maintenance of water and wastewater infrastructure.
  • Monitor system performance, respond to service requests, and troubleshoot operational issues.
  • Ensure compliance with federal, state, and local environmental and safety regulations.
  • Maintain accurate operational and maintenance records, reports, and logs.
  • Support the development and implementation of preventive maintenance programs.
  • Assist in budget preparation, inventory management, and procurement of materials and equipment.
  • Coordinate with contractors, engineers, and other agencies on projects and system improvements.
  • Provide on-call support during emergencies, outages, or severe weather events.

 

Qualifications:

  • Associate or Bachelor’s degree in Environmental Science, Civil Engineering, Public Works Management, or related field preferred.
  • Minimum 3–5 years of experience in water and sewer utility operations, with supervisory experience preferred.
  • Knowledge of water distribution, wastewater collection, and related safety and regulatory standards.
  • Valid state driver’s license; water/wastewater operator certification strongly preferred.
  • Strong organizational, communication, and leadership skills.

 

Work Environment and Physical Requirements:

  • Work is performed in both office and field settings and may involve exposure to adverse weather and hazardous conditions.
  • Ability to lift up to 50 lbs and perform physical tasks related to inspections and maintenance.
  • Occasional evening, weekend, and on-call work required.

 

Compensation: Annual $95,000.00+ depending on experience

Position Overview:  

The Water and Sewer System Operator is responsible for the daily operation, maintenance, and monitoring of the district’s water distribution and wastewater collection systems. This role ensures safe, reliable water service and compliant wastewater management in accordance with state and federal regulations.

 

Key Responsibilities:

  • Operate, maintain, and repair water treatment, storage, and distribution systems.
  • Monitor and maintain wastewater collection systems, including lift stations and pipelines.
  • Perform regular system inspections, sampling, and water quality testing per Utah Department of Environmental Quality (DEQ) requirements.
  • Read and record meters, investigate service issues, and respond to customer concerns.
  • Maintain accurate operational and maintenance records.
  • Assist with emergency repairs, line breaks, and system outages.
  • Ensure compliance with all federal, state, and local health and safety regulations.

 

Qualifications:

  • High school diploma or GED required; technical or vocational training in water/wastewater operations preferred.

  • Ability to operate and maintain pumps, valves, and related equipment.

Work Environment:

  • Work is performed indoors and outdoors in varying weather conditions.
  • On-call availability and occasional weekend or after-hours response required.
